The masked one was him when he was trapped by Horus.

The one in the TARDIS looks different from the other unmasked Sutekh because of different angles and 1970s bbc effects but they are the same.

Then the modern one RTD wanted to change it to have more spectacle (and possibly because he felt the old design was controversial and “cultural appropriation” but that’s not confirmed.)

The in universe explanation is that he was trapped in the mask, then he evolved into the Jackal because of the exposure to the time vortex

@Talon1105 Surely you can't culturally appropriate a jackal. For one thing it's a real creature. For another no one bats and eyelid when it's the Minotaur they're doing for the 3rd time.

Otherwise yes, the first two are meant to be the same but are just different props. The fourth is the second (or first) wearing a hat. The third is anyone's guess—an evolution if you like.

@FH2104 Sutekh is not a Jackal. Sutekh is a Set Animal which is probably a made up mythological animal. (If not made up it is most likely either a Saluki or a Donkey)
