Perhaps because they pretended to be a British politician named Harold Saxon, an android named Missy, and a spy called O.

The android was called Misi. But none of these are disguises. They are just fake names. Disguises would be more like Razer in World Enough and Time or Kalid in Time-Flight.

I've watched The Sound of Drums & Last of the Time Lords, & I go for Harold Saxon.

Also sorry that it wasn't clear, I said Master disuse, because they were able to (even for a moment) make the viewer and or the Doctor that they when not the master.

The viewer and the Doctor both knew that Saxon was the Master all along.

At the start of the series. I know must people how saw the Harold Saxton posters and ads, we though he was just a corrupt politician.
