Couple questions

When do you suppose the Doctor and "O" first met? I'd say most likely one of the Doctors 9-12, but which one would you say?
When the Doctor and Tegan saw each other again in The Power of the Doctor, Tegan was angry partly because the Doctor "abandoned" her. However, last time I checked, Tegan left the Doctor because she couldn't deal with the death and destruction surrounding her. Considering she told the holographic Fifth Doctor that she'd missed him (and would miss him when she left him), was she angry because she hoped to see the Doctor again and it took almost 40 years for that to happen?

I got the impression she was angry because she might have expected them to drop in once in the 30+ years

She said in the episode "Like you care! 38 years!"

I’d personally say 11 met O during power of three working on the cubes with UNIT, MI6 and whoever else would’ve been helping

As for Tegan, she probably thought it was more a “give me time to grieve” than goodbye forever

Alternatively, it was just Chibnall not understanding the character. Like how he had Ace apologize to 7.
