After reading the TARDIS data core (reading it...reading it), the Doctor (Capaldi) is on his 13th incarnation....13th.
Though in his eleventh incarnation (Tenth Doctor), he used up a regeneration... regeneration and cyphered off the regeneration in to a biological component... he didn't want to change, why would he?
Meta Crisis isn't one of the 13 Doctors, he's an incarnation produced when Ten stopped one.

Without saying too much, the reason is that Chibnall wasn't available until 2018. So they did some post-poning.
If you head to the earlier *cough better* stories. Try Tom Baker, there is an indescribable warm feeling Tom's Doctor gives you. He's amazing.
Pretty much all of the dedicated editors listen to the audios, unfortunately writing a huge plot might no be everyone's cup of tea. Fell free to add them yourself, as long as the plot is original to you. In other words don't copy and paste from other places.
BF are "canon", if the word has to be used. Moffat has even tried on many occasions to include references and hints into the TV series.

I thought it was The Mind Robber too pal, and it seems more logical, but the writer confirmed he was referring to The Three Doctors some while ago.
It was referring to The Three Doctors where Omega the madman devised the laws of physics (anti matter). At least this was the writing intention.

You can agree with whoever you want. But I've actually read this wiki. So I know I'm right. Not trying to cause an argument as it's hardly important but Meta-Crisis isn't an the 11th incarnation of the Doctor.
